The United Spinal Association and the National Spinal Cord Injury Association have issued a guide on healthcare and insurance reforms that explains how they improve the lives of people with disabilities. The Impact of Health Care Reform on People with Disabilities has information about insurance market reforms; mandatory health plan coverage provisions; home- and community-based services; Medicare outpatient therapy caps and Medicaid eligibility requirements; and the new standards that ensure medical equipment in doctors' offices and other medical facilities are accessible.

Program Description
The Medicaid Program provides medical benefits to low-income people who have no medical insurance or have inadequate medical insurance. The Federal government establishes general guidelines for the administration of Medicaid benefits. However, specific eligibility requirements to receive Medicaid benefits, as well as the type and scope of services provided, are determined by each individual state. Thus, a person who is eligible for Medicaid in one state may not qualify in another state. You must check with the Medicaid office in the state you live in to confirm your eligibility to receive benefits.
Medicaid is a joint Federal/state program administered by each individual state. Each state develops its own rules related to eligibility and coverage within broad Federal guidelines.

General Program Requirements
In order to qualify for this benefit program, you must be a U.S. national, citizen or permanent resident in need of health care/insurance assistance, whose financial situation would be characterized as low income or very low income. You must also be either pregnant, have a child(ren) with a disability, or be responsible for children under 19 years of age.

Program Description
Medicaid is a government health insurance program for Vermonters. It's for eligible seniors 65 or older, people who are blind or disabled, children, pregnant women and parents. Medicaid covers most medical care and services, such as doctor visits, hospital care, prescriptions, vision and dental care, long-term care in a nursing home or at home, physical therapy and more.
General Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of Vermont, a U.S. national, citizen, permanent resident, or legal alien, in need of health care/insurance assistance, whose financial situation would be characterized as low income or very low income. You must also be either pregnant, a parent or relative caretaker of a dependent child(ren) under age 19, blind, have a disability or a family member in your household with a disability, or be 65 years of age or older.

From June 6-12, 2010, VSA will bring together artists, educators, researchers and policymakers with and without disabilities from around the world for a multicultural celebration of the arts and arts education. U.S. Department of Justice Civil Rights Division

The U.S. Department of Justice Civil Rights Division enforces federal statutes that protect the civil rights of all individuals and prohibit discrimination on the basis of race, color, sex, disability, religion and national origin. Established in 1957, the Division has played an important role in many of our nation’s battles to advance civil rights – from the desegregation of schools and prosecution of hate crimes to ensuring that girls and women have equal opportunities in schools and the workplace and individuals with disabilities have equal access to services. You can watch a new ASL YouTube video on how the U.S. Department of Justice is working to support the rights of people with disabilities.

Recently Samuel R. Bagenstos, Principal Deputy Assistant Attorney General for Civil Rights, testified before Congress on Emerging Technologies and the Rights of Individuals with Disabilities. In his testimony, Mr. Bagenstos spoke about the importance of accessible technology to people with disabilities. The Division’s Disability Rights Section (DRS) works to achieve equal opportunity for people with disabilities by implementing the Americans with Disabilities Act (ADA). DRS enforcement activities are part of its work in carrying out the ADA's mandates.

IndependenceFirst is a non-profit agency in Wisconsin directed by, and for the benefit of, persons with disabilities. IndependenceFirst offers four core services: independent living skills training, peer counseling, advocacy, and information and referral services.
